I think, but don't quote me on this...heh heh, that you may use a quote as long as you cite the name of the author, book, poem, etc.

here's where you get the info on usage in the us:
www.copyright.gov
basically, you have to contact the holder of the copyright... you can find out who that is by googling the song title...
